Water supply is the provision of water by public utilities, commercial organizations, communities, or individuals, usually via a system of pumps and pipes. Water supply systems get water from a variety of locations after appropriate treatment, including aquifers, lakes and rivers, and the sea through desalination. The water treatment steps include in most cases, purification, disinfection through chlorination, and sometimes fluoridation. Treated water then either flows by gravity or is pumped to reservoirs. Once water is used, waste water is typically discharged in a sewer system and treated in a sewage treatment plant before being discharged into a river, lake, or the ocean. It can also be reused for landscaping, irrigation, or industrial use.
The United States Environmental Protection Agency classifies a Public Water System as providing water for human consumption through pipes or other constructed conveyances to at least 15 service connections or serves an average of at least 25 people for at least 60 days a year. There are three types of public water systems: Community, non-transient non-community, and transient non-community. Utilities in charge of public water supply and sanitation systems can be owned, financed, operated, and maintained by a public entity, a private company or both can share responsibilities through a public-private partnership.
Water Supply and waste water systems are regulated by state governments and the federal government. At the state level, health and environmental regulation is entrusted to the corresponding state-level departments. Public Utilities Commissions regulate tariffs by public utilities. At the federal level, drinking water quality and waste water discharges are regulated by the United States Environmental Protection Agency, which also provides funding to utilities through state revolving funds.
